
Early Life and Family Background
Msgr. Felicien Mubiligi was born in 1950 in Rukondo, Ngara Sector, within Gikongoro Province—now part of Nyamagabe District, Rwanda. He was the son of devout Christian parents, Nyiracyondi Speciose and Kayonga Charles. Raised in a deeply religious family, he was one of five children:

Tragically, his entire family perished in the Genocide against the Tutsi in April 1994. This devastating loss became a defining moment in his life, strengthening his dedication to faith and service.
Education and Formation
Msgr. Mubiligi embarked on his educational journey in 1955 at Mbazi Primary School. Unlike most children, who were required to be at least six years old to enroll, his remarkable intellect earned him special permission to begin school at the age of five.
Recognized for his academic abilities, he pursued his secondary education at Kansi Minor Seminary in 1961. His passion for the priesthood led him to continue his studies at Nyakibanda Major Seminary, where he undertook two essential disciplines for religious formation—philosophy and theology. These studies were critical in shaping his spiritual understanding, preparing him for a life dedicated to serving the Church.
Priesthood and Leadership
In 1975, Msgr. Mubiligi was ordained as a priest at Cyanika Parish, which was then part of the Diocese of Butare (later incorporated into the Diocese of Gikongoro). His commitment and unwavering dedication to his faith soon earned him significant leadership roles within the Church.
He served as Vicar General under two distinguished bishops: Msgr. Yohana Batista Gahamanyi and Msgr. Phillipe Rukamaba. His contributions to the Church were highly regarded, and the Pope honored him with the title of Monsignor—a recognition of his exceptional service and leadership.
Mission and Contributions
Throughout his priesthood, Msgr. Mubiligi undertook numerous assignments that helped shape the local Church and strengthen its administrative framework:
- Cathedral Parish of Butare – His first appointment after ordination, where he served in various capacities.
- Cyahinda Parish – Transferred to serve as a pastoral leader, providing spiritual guidance to the faithful.
- Diocesan Financial Administrator – Managed the financial affairs of the Diocese, ensuring transparency and efficiency in resource allocation.
- Vicar General of the Diocese – A role in which he assisted the bishop in administrative and pastoral matters, contributing significantly to the Diocese’s growth and stability.
Msgr. Mubiligi was known for his wisdom, humility, and dedication to both spiritual and social development. His leadership helped improve church operations, foster community engagement, and support humanitarian initiatives.
Final Years and Legacy
Msgr. Mubiligi passed away on May 1, 2010, in Kenya at Mater Misericordia Hospital after battling illness. His loss was deeply felt by the Church and the wider community that had benefited from his decades of service.
He was laid to rest at Rebero, within the Foyer de Charité community in the Archdiocese of Kigali, where he joined other esteemed clergy members.
